Our Story

Bileé Collective was founded by Emma Brougham and Elina Islamova with a shared belief: businesses succeed when their people do. 

The name Bileé combines our names and reflects the partnership behind the business. We chose the word Collective because collaboration sits at the heart of how we work. We believe the best outcomes happen when organisations and their people work together. 

After more than a decade working in Human Resources across multiple industries, we saw an opportunity to do things differently. We created Bileé Collective to bring bold thinking, practical HR expertise and a human approach to organisations that want to strengthen their people, culture and leadership. 

We work alongside businesses to solve complex people challenges and design practical solutions that support both organisational success and employee wellbeing. 

Meet the Founders

Elina Islamova is a senior HR professional with more than 16 years of experience across industries including IT, manufacturing, construction, mining, engineering, rail and science innovation. 

Her career has focused on developing leadership capability, translating business strategy into effective people strategies and supporting organisations through complex people and culture challenges. Elina brings strong commercial acumen, strategic thinking and a collaborative approach to every project she works on. 

Elina is also a Level 2 certified Organisational and Executive Coach through the Institute of Executive Coaching and Leadership (IECL). This certification strengthens her ability to work closely with leaders and executive teams to develop capability, navigate challenges and drive meaningful organisational change. 

She has also worked internationally, giving her valuable global perspective and cultural insight when working with organisations and leadership teams. 

Elina is passionate about helping businesses create environments where people feel supported, capable and motivated to perform at their best.

Emma Brougham is an experienced HR professional with more than 15 years of experience spanning recruitment, generalist HR, and complex people operations environments. Her career has taken her across defence, large trade-based organisations, and—most prominently—the construction sector, where she has supported major infrastructure projects and diverse operational workforces.  

Emma’s experience covers project startups, organisational growth phases, industrially complex environments, and the full spectrum of the employee lifecycle. She is recognised for her practical, solutions focused approach, strong business partnering capability, and her ability to navigate challenging people environments with clarity, confidence, and care. 

Driven by a passion for continuous improvement, Emma specialises in building HR processes that are efficient, scalable, and fit for purpose. She brings a strong data driven mindset to her work, using HR metrics and evidence-based insights to inform decisions, enhance performance, and strengthen organisational outcomes. 

Thriving in fast paced environments, Emma enjoys working closely with businesses to design and implement people solutions that support operational success while fostering positive, high performing workplace cultures. Her work is grounded in a commitment to creating environments where both people and performance can thrive.
